How Are Winning Scratchcards Distributed?

By the time a physical scratchcard leaves the factory, its hidden winning or losing result already exists. The challenge is then to move millions of tickets through warehouses and retailer networks without turning the distribution system into a map of where the winners are.

Winning tickets do not need to be placed evenly shop by shop. They need to be distributed in a way that keeps their location unpredictable and prevents staff or retailers from deliberately identifying them.

The exact system varies by lottery, but modern instant-ticket security separates prize information from distribution information. Winners and non-winners are mixed during secure game production, tickets are packed and audited, and those packs then move through logistics and retailer inventory systems.

The World Lottery Association requires auditable controls over the distribution and location of packs, while also requiring that nobody be able to combine knowledge of which tickets win with the retailer or location they have been assigned to before a prize is claimed.

Randomness can produce clusters. One shop may sell several winners while another sells none. One town may have a run of large wins while another waits years.

Does Every Pack of Scratchcards Contain a Winner?

No worldwide rule says that it must. This is one of the most persistent misunderstandings around physical instant games.

Can a Game Control Lower-Tier Prizes Within Packs?

Yes, some game specifications can include pack-level requirements. The WLA security standard refers to checking distribution within books against a Guaranteed Low End Prize Structure, or GLEPS, where one applies.

That means a particular game can control the presence or spread of certain lower-tier prizes within books or packs.

Does That Mean Every Pack Has a Jackpot?

No. A low-end prize specification is not a guarantee of a top prize, and it does not create a universal pattern that players can use to locate jackpots.

Top prizes can be extremely rare compared with the number of packs produced, making the idea of one jackpot per pack mathematically impossible for many games.

Does the Lottery Choose Which Shop Gets a Jackpot Scratchcard?

The lottery has to choose or manage which stock goes to which retailer. That is not the same as choosing which retailer gets a jackpot.

The Lottery Must Track Where Packs Go

Inventory has to be auditable. The WLA specifically calls for controls that account for the distribution and location of packs. Retailers cannot simply receive anonymous, untracked boxes of lottery tickets.

Winner Knowledge Must Stay Separate

The same WLA standard says that before a prize is claimed, controls should prevent anyone from knowing both which ticket is winning and where that ticket has been assigned.

Retailer Allocation Can Still Be Deliberate

A lottery may allocate stock according to demand, retailer size, sales history, available games or normal logistics. Those are business and inventory decisions. They should not be decisions based on knowing which pack contains a particular jackpot.

So the answer is: the lottery can know that Pack A was sent to Shop B without knowing that Pack A contains a particular winning ticket. That separation is central to instant-ticket security.

Can Warehouse Staff Tell Which Scratchcard Packs Contain Winners?

Warehouse workers need detailed stock information. What they should not have is prize information that turns that stock list into a winner map.

What Can Warehouse Systems Track?

Warehouses can track games, pack identifiers, cartons, quantities, destinations and shipment status. This creates an audit trail and makes it possible to investigate missing, stolen or misdirected stock.

What Should Warehouse Staff Not Be Able to See?

They should not be able to use the inventory system to identify which unsold pack contains a known winner. OLG explicitly says its warehouse staff cannot know which packs contain winners, while the WLA's confidentiality control addresses the same risk more generally.

UK — National Lottery Scratchcards

Scientific Games' National Logistics Centre in Warrington distributes instant-game stock to around 44,000 UK National Lottery retailers using its SciTrak technology. In a 2025 WLA profile, the operation was described as handling roughly 20,000–25,000 weekly shipments containing 150,000–200,000 game packs.

That illustrates the scale of a national distribution network: prize confidentiality has to survive millions of pack movements, not just the printing process.

Ontario — OLG INSTANT Tickets

OLG says sealed packs arrive in warehouse boxes and are then placed into individual retailer orders. Retailers receive packs in an assigned state and must activate them before sale.

OLG's retailer guidance also tracks pack status and inventory, showing how distribution and activation are connected without exposing ticket-level winner information.

Washington State — Scratch Tickets

Washington's Lottery uses distinct pack states including In-Transit, Received and Activated. Retailers scan delivered packs into Received status and then activate or settle them before offering tickets for sale.

This is another example of a lottery knowing exactly where stock is operationally without that stock tracking being a public indicator of which tickets win.

A store with many reported winners can look unusually lucky. The first question should be how many tickets it sells.

Busy Shops Have More Chances to Sell Winners

If one retailer sells ten times as many scratchcards as another, it has roughly ten times as many opportunities to be the point of sale for a winning ticket, all else being equal.

An unpredictable distribution can still create clusters. Randomness does not promise that each town, postcode, state or shop receives an equal-looking share over a short period.
