Because the ability to validate a prize is valuable information and should not be casually available while a ticket is still unsold.
The retailer can still handle and account for the ticket as stock without exposing the player-facing validation data.
If someone removes the coating to access the validation area, the ticket is visibly no longer an untouched retail card.
