Buying a full pack gives you more tickets and therefore more chances to encounter winners. What it does not do is turn a scratchcard game into a guaranteed profit.

The World Lottery Association's 2024 security standard refers to Guaranteed Low End Prize Structure (GLEPS) when checking whether ticket distribution within books conforms to the game's specification.

That means a game can be designed so a ticket book or pack satisfies defined rules for lower prize tiers rather than leaving every low-tier winner completely unconstrained.

But GLEPS Is Not Universal

WLA explicitly qualifies the requirement with “if applicable.” Some games or operators may use pack-level low-tier guarantees; others may use different structures.

So it is unsafe to publish a blanket statement such as “every scratchcard pack has X winners.”

Low-end means low-tier. A GLEPS control does not mean every pack contains the jackpot, a major prize or enough total winnings to cover the retail cost of the book.
